Well, itīs a long time exposure to smoothen the water :)
First I guess, find a suitable nice scene, place your tripod in
front of (or into, like here) the water,
set you camera to long exposure settings, i.e. starting around
1/6 sec. and longer, use a timer to avoid shaking and get the shot.
Additional filter such as ND or CPL will do good as well.
